On the 18th April 2017, the Toowoomba Regional Council released the Draft Highfields Cultural Precinct Master Plan.
A development plan for the centre of Highfields, the Master Plan is designed to address the anticipated population growth of the Highfields township.
The Master Plan is currently being offered for review by community members, with all public submissions closing on the 7th July 2017.
The acceptance of the plan by TRC is anticipated by the end of 2017.
It is therefore important that community members consider the proposal in a timely manner with due diligence.
Whilst the Draft Highfields Cultural Precinct Master Plan consists of proposals to improve our community amenities, such as a new Library and an all-weather Aquatic Centre, it is the proposed changes to the Highfields road network that could have the greatest impact on our community and our residents.
The proposed changes to the Highfields road network identified within the Draft Highfields Cultural Precinct Master Plan 2017, are listed below:
- The re-alignment of O’Brien Road, to create a four-way intersection with Kratzke and Highfields Roads.
- The establishment of a new road link between O’Brien Road and the New England Highway. This would be done by extending Clarke Road and linking it with Stringybark Street, and continuing to the New England Highway.
- The creation of a new road link to Kratzke Road, by connecting Fairview Crescent to Highfields Road via Anderson Court and Glen Crescent.
- The traffic detours through Clarke Road and unnamed interconnecting street linking to Bronwyn Crt and Highfields Road.
NOTE: The impact of the proposed changes listed above, involves the compulsory acquisition of residential properties, directly affecting many of our residents and their families.
